Legislation is how Congress makes law. A bill can be introduced by any member of the House or Senate, and it must pass both chambers in identical form before going to the President to be signed or vetoed. Most bills start by being referred to a committee with jurisdiction over the topic, where they are studied, debated, and often amended. Only a small fraction of bills introduced ever become law — of the thousands filed each Congress, most never make it out of committee. Bills come in several types: House Bills (H.R.) and Senate Bills (S.) can become law, while resolutions (H.Res., S.Res.) address internal matters or express the sense of one chamber, and joint resolutions (H.J.Res., S.J.Res.) carry the force of law and are also used to propose constitutional amendments.
