REQUIREMENT FOR STRATEGIC BASING PROCESS BEFORE RELOCATING A COMBATANT COMMAND. The Secretary of Defense may not relocate a combatant command that has reached full operational capacity until the Secretary conducts a new strategic basing process with respect to the location of that combatant command. ______
