JOSEPH D. MORELLE of new york in the house of representatives Friday, March 27, 2026 Mr. MORELLE. Mr. Speaker, I rise today during Women's History Month to honor an exceptional and influential leader from Rochester, New York: Carla Palumbo. Carla has built a distinguished career as an advocate for justice, a champion for survivors of domestic violence, and a dedicated public servant. She has served as President and Chief Executive Officer of the Legal Aid Society of Rochester, where she has strengthened the organization's mission to provide high-quality legal representation to low-income individuals and families, ensuring that justice is accessible to all. Her impact is especially profound in her work supporting survivors of domestic violence. In 1990, she founded the Legal Aid Society's Domestic Violence Program, creating a critical resource for individuals seeking safety, protection, and a path forward. Through her leadership, countless individuals have found support, advocacy, and a voice during times of crisis. In addition to her legal career, Carla has served the Rochester community in public office, including in the Monroe County Legislature, where she served as Minority Leader, and on the Rochester City Council. Mr. Speaker, Carla Palumbo's career reflects a deep and enduring commitment to justice, service, and community. During Women's History Month, it is especially fitting that we honor extraordinary women who have gone above and beyond to strengthen our communities. I am proud to recognize her and extend my deepest gratitude for her continued service. ____________________
