Mr. WELCH submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. DISASTER RELIEF ASSISTANCE. The unobligated balances of amounts appropriated under section 100052 of the Act entitled ``An Act to provide for reconciliation pursuant to title II of H. Con. Res. 14'', approved July 4, 2025 (Public Law 119-21; 139 Stat. 387) (commonly known as the ``One Big Beautiful Bill Act'') shall be transferred to the Administrator of the Federal Emergency Management Agency and shall be available to the Administrator to provide assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) for major disasters. ______
