I have named Deputy Matsumura as the California 4th District's Public Safety Hero of the Year for Yolo County in recognition of her 20 years of service to our community, embodying selflessness, dedication and service throughout her career.A fourth-generation resident of Capay Valley, Deputy Matsumura graduated from the Los Rios Corrections Academy in 2004 and the Yuba College Police Academy in 2006. Over the years, she has completed more than 100 POST-certified courses, including training in Human Trafficking, Interview and Interrogation, School Vulnerability Assessment, and Swift Water Rescue. While balancing her work responsibilities, she is also raising her teenage son. Deputy Matsumura began her career with the Yolo County Sheriff's Office as a Records Specialist before advancing through multiple roles, including Correctional Officer, Bailiff, Transport Deputy, Detective, and Capay Valley Resident Deputy. In each position, she has demonstrated exceptional leadership, professionalism, and a steadfast dedication to public service. Beyond her law enforcement duties, Deputy Matsumura has been an advocate for strengthening the relationship between law enforcement and the community. She has been a familiar and trusted presence at local schools, attending festivals, back-to-school nights, and school board meetings to foster a [[Page E151]] sense of safety and belonging. Her engagement in programs such as Read Across America has helped instill a love of literacy in young students, while her attendance at sporting events and FFA functions has underscored her investment in youth development. Deputy Matsumura's service extends beyond schools, as she has played an active role in community-building efforts throughout our Capay Valley. She has participated in Neighborhood Watch meetings, Esparto Chamber of Commerce and Town Hall meetings, and events such as National Night Out. Her work assisting local businesses in developing emergency response plans and her engagement with senior living meetings demonstrate a comprehensive commitment to public safety for residents of all ages. Deputy Matsumura's career is one of selfless dedication and service at the highest levels to our community and the Law Enforcement profession. Mr. Speaker, Deputy Reiko Matsumura's distinguished career and dedication to public service have left an indelible mark on our community. It is with great honor that we recognize and commend her for her invaluable contributions, and I ask my colleagues to join me in celebrating her service today.
