Mr. REED submitted an amendment intended to be proposed by him to the bill H.R. 6644, a bill to increase the supply of housing in America, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. TRANSFER OF ICE APPROPRIATIONS TO HOUSING PROGRAMS. (a) In General.--Effective on the date of enactment of this Act, of the unobligated balances of amounts made available under sections 90003 and 100052 of Public Law 119-21 (139 Stat. 358, 387) (commonly known as the ``One Big Beautiful Bill Act'')-- (1) 50 percent shall be transferred to the Housing Trust Fund established under section 1338(a) of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (12 U.S.C. 4568(a)); (2) 25 percent shall be transferred to the Capital Magnet Fund established under section 1339(a) of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (12 U.S.C. 4569(a)); and (3) 25 percent shall be transferred to the Secretary of Housing and Urban Development to carry out the HOME Investment Partnerships program under subtitle A of title II of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 12741 et seq.). (b) Use and Availability of Funds.--Amounts transferred under paragraph (1), (2), or (3) of subsection (a) shall-- (1) be merged with other amounts in that fund or other amounts made available for that program, as applicable; (2) be subject to the same conditions and limitations as the other amounts in that fund or other amounts made available for that program, as applicable; and (3) remain available until expended. ______
