Mr. REED submitted an amendment intended to be proposed by him to the bill H.R. 6644, a bill to increase the supply of housing in America, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. TRANSFER OF ICE APPROPRIATIONS TO HOUSING PROGRAMS. (a) In General.--Effective on the date of enactment of this Act, of the unobligated balances, and the obligated balances that have not been outlayed, of amounts made available under sections 90003 and 100052 of Public Law 119-21 (139 Stat. 358, 387) (commonly known as the ``One Big Beautiful Bill Act'')-- (1) 50 percent shall be transferred to the Housing Trust Fund established under section 1338(a) of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (12 U.S.C. 4568(a)); (2) 25 percent shall be transferred to the Capital Magnet Fund established under section 1339(a) of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (12 U.S.C. 4569(a)); and (3) 25 percent shall be transferred to the Secretary of Housing and Urban Development to carry out the HOME Investment Partnerships program under subtitle A of title II of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 12741 et seq.). (b) Use and Availability of Funds.--Amounts transferred under paragraph (1), (2), or (3) of subsection (a) shall-- (1) be merged with other amounts in that fund or other amounts made available for that program, as applicable; (2) be subject to the same conditions and limitations as the other amounts in that fund or other amounts made available for that program, as applicable; and (3) remain available until expended. ______
