Mr. KAINE submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. LIMITATION ON USE OF UNITED STATES ARMED FORCES AGAINST IRAN. (a) In General.--The United States Armed Forces may not deploy personnel, engage in hostilities, or conduct any operations (other than intelligence, surveillance, and reconnaissance operations) within or against Iran without explicit congressional authorization. (b) Rule of Construction.--Nothing in this section may be construed to prevent the United States from-- (1) defending against an armed attack on the United States or its personnel or facilities in other nations; (2) collecting, analyzing, or sharing intelligence, including with the State of Israel and other nations and international organizations, as appropriate, related to threats from Iran or its proxies; or (3) assisting the State of Israel and other nations-- (A) in taking defensive measures to protect their territory from retaliatory attacks by Iran or its proxies; or (B) by providing defensive materiel support for such defensive measures. (c) Relation to War Powers Resolution.--Nothing in this section supersedes any requirement of the War Powers Resolution (50 U.S.C. 1541 et seq.). (d) Sunset.--The limitation under subsection (a) shall terminate 5 years after the date of the enactment of this Act. ______
