Ms. MURKOWSKI submitted an amendment intended to be proposed by her to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ____. PRIVATE RIGHTS OF ACTION REGARDING VOTING. (a) Amendment to the Revised Statutes.--Section 2004(c) of the Revised Statutes (52 U. S. C. 10101(c)), is amended by inserting ``an aggrieved person may institute, or'' before ``the Attorney General''. (b) Amendments to the Voting Rights Act of 1965.--The Voting Rights Act of 1965 (52 U.S.C. 10301 et seq.) is amended-- (1) in section 10(b), by inserting ``an aggrieved person may institute, and'' before ``the Attorney General''; (2) in section 12(d), by inserting ``an aggrieved person may institute, or'' before ``the Attorney General''; (3) in section 204-- (A) by striking ``the Attorney General has reason to believe'' and inserting ``there are reasonable grounds to believe''; and (B) by striking ``he may institute'' and inserting ``an aggrieved person may institute, or the Attorney General may institute''; and (4) in section 301(a)(1), by striking ``The Attorney General is directed'' and inserting ``An aggrieved person may institute, and the Attorney General is directed''. ______
