REQUIREMENTS RELATING TO MAIL VOTER REGISTRATION. Notwithstanding any other provision of this Act, the amendments made by subsections (d) and (h) of section 2 shall not take effect until the date on which the national average price of gasoline is less than $3 per gallon. ______
