Mr. WELCH submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the end of the bill, add the following: SEC. 4. PROHIBITION AGAINST IMMIGRATION ENFORCEMENT BASED SOLELY ON CERTAIN PERSONAL CHARACTERISTICS. An officer or agent of the Department of Homeland Security may not initiate any immigration enforcement action based solely on the sex, race, gender, or sexual orientation of the subject of such action. ______
