Mr. DURBIN submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. PROHIBITION ON POLL TAX. Notwithstanding section 2, or any other provision of this Act, and as required by the 24th Amendment to the Constitution of the United States, the Federal Government shall not impose any precondition to register to vote or to vote that requires payment of a fee for documentation to prove identity or citizenship, and nothing in this Act shall be construed to require such a precondition. ______
