Mr. WELCH submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the end of the bill, add the following: SEC. 4. DEPARTMENT OF HOMELAND SECURITY HIRING LIMITATION. Beginning on the date of the enactment of this Act, U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection may not hire any applicant for an officer or agent position if the employment of such applicant as a law enforcement officer was previously terminated as a result of misconduct. ______
