Mr. WELCH submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. CONDEMNING THE PARDON OF CHANGPENG ZHAO. (a) Findings.--Congress finds the following: (1) Changpeng Zhao, the founder and Chief Executive Officer of Binance Holdings Ltd., pleaded guilty to failing to maintain an effective anti-money laundering program. (2) Mr. Zhao was sentenced to 4 months in prison for his conduct. (3) At the same time, Binance Holdings Ltd. admitted it engaged in anti-money laundering, unlicensed money transmitting, and sanctions violations. (4) As part of the plea agreement, Binance Holdings Ltd. agreed to forfeit $2,510,650,588 and pay a criminal fine of $1,805,475,575. (5) World Liberty Financial, which is owned in part by President Donald J. Trump and members of his family, have numerous business ties to Binance Holdings Ltd. (6) On October 23, 2025, President Donald J. Trump pardoned Mr. Zhao. (b) Condemning Pardon.--Congress condemns the pardon issued to Changpeng Zhao. ______
