Mr. SCHIFF submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. EXCEPTIONS TO FEDERAL TORT CLAIMS ACT. (a) In General.--Section 2680 of title 28, United States Code, is amended by adding at the end the following: ``(o) Any claim, without regard to when the act or omission giving rise to the claim occurred, brought by-- ``(1) the President; or ``(2) an individual who subsequently becomes President while the claim is pending.''. (b) Applicability.--The amendment made by subsection (a) shall apply to any claim pending on, or brought on or after, the date of enactment of this Act. ______
