Mr. WARNOCK submitted an amendment intended to be proposed to amendment SA 4420 proposed by Mr. Thune (for Mr. Schmitt) to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the end of title I, insert the following: Subtitle D--Application Only to Certain States SEC. 131. APPLICATION ONLY TO CERTAIN STATES. Notwithstanding any other provision of this title, the provisions of and amendments made by this title shall only apply to a State with respect to an election for Federal office if more than 100 noncitizens were convicted of, or entered a plea of guilty or no contest to, an offense under section 611 of title 18, United States Code, with respect to the preceding election for Federal office held in the State. ______
