Ms. MURKOWSKI submitted an amendment intended to be proposed to amendment SA 4420 proposed by Mr. Thune (for Mr. Schmitt) to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the end, add the following: TITLE IV--EFFECTIVE DATE SEC. 401. EFFECTIVE DATE. (a) In General.--Except as otherwise provided in this section, the provisions of and amendments made by this section shall take effect on the date that is 4 years after the date of the enactment of this Act. (b) Voter Registration.--Section 101 and the amendments made by such section shall take effect on the date that is 4 years after the date of the enactment of this Act, and shall apply with respect to applications for voter registration which are submitted on or after such date. (c) Photo Identification.--Section 303A(e) of the Help America Vote Act of 2002, as added by section 111, is amended to read as follows: ``(e) Effective Date.--This section shall take effect on the date that is 4 years after the date of the enactment of this section, and shall apply with respect to elections for Federal office held on or after such date.''. (d) Absentee Voting.--Subtitle C of title I shall apply with respect to elections for Federal office occurring after the date that is 4 years after the date of the enactment of this Act. (e) Conforming Amendments.--Section 101(r), 111(d), and 129 are repealed. ______
